The National Center for Advancing Translational Sciences is seeking a Supervisory Management Analyst to serve as the Chief of the Ethics and Management Analysis Branch (EMAB). The incumbent will be responsible for providing management, direction, and oversight for the Branch staff in carrying out a broad range of management analysis and ethics programs and functions for NCATS.

Duties

Prepares and issues procedures and guidelines for the implementation of administrative policies and requirements for the Center, including A-76/FAIR Act Inventory and Data Calls, performance contracts, awards, telework policies and procedures, and EEO Training. Oversees the Ethics Coordinators in providing advice and guidance to senior scientific, program, and administrative staff on policies and procedures regarding ethics rules, policies, procedures and required paperwork in the Federal Government. Provides advice and guidance in such areas as standards of conduct, outside work activities, official duty activities with outside organizations, conflicts of interest, financial disclosure requirements, acceptance of gifts, seeking other employment, and other topics related to ethics activities. Assists in developing short- and long-range plans to guide the execution of programs within a changing management environment especially as it relates to ethics and management analyses activities. Evaluates the effectiveness of the program by comparing accomplishments to plans and objectives and by analyzing feedback received from managers and employees and recommends changes in the nature and scope of services as required. Plans, develop and conducts major management studies or surveys relative to the operating effectiveness of NCATS programs. Plans, organizes, evaluates, and makes recommendations for changes in the policies and procedures used by NCATS related to the Performance Management Appraisal Program and other employee performance contracts and related award programs. Leads the development of Standard Operating Procedures for the administrative management functions of the Center. Represents the Center at meetings and conferences and maintains an awareness of current analytical techniques and new technological developments applicable to the field. Supervises staff and oversees the full range of functions and responsibilities of the Ethics and Management Analysis Branch.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

In order to qualify for the Supervisory Management Analyst, GS-0343-15: You must demonstrate in your resume that you have at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Managing or directing major components of programs that perform professional, technical or administrative work; providing strategic and business advice to senior level officials on a wide range of complex policy or program matters involving significant or controversial issues; developing and implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives; providing leadership, guidance and advice on matters related to the NIH ethics policies and procedures, standards of conduct, and various management policies, programs, and data calls.
