The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing and exercising control over supervisory employees assigned to the Career Development Section of the Military Personnel Flight which includes Assignments, Retirements & Separations, Reenlistments & Extensions and Promotions work centers.

Duties

Plans, organizes, and directs the activities of the Career Development Section of the Military Personnel Flight (MPF), ensuring that the Career Development Section complies with legal and regulatory requirements and meets customer needs Exercises supervisory personnel management responsibilities Manages the Officer/Enlisted Promotion Programs Represents the organization with a variety of installation and functional area organizations Assures the integrity of the military personnel data systems. Ensures accuracy and timeliness in processing personnel requirements into the automated systems

  • This is a Supervisory Position. A 1 year probationary period is required if applicant selected has not previously met this requirement. This position meets the supervisory exemption criteria of the Fair Labor Standards Act (5CFR.204)
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall
  • The work requires the incumbent to obtain and maintain a SECRET security clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of and skill in applying a wide variety of complex military HR concepts, principles, methods, practices, policies, programs, techniques and regulations of the Reserve programs for benefits and entitlements, casualty assistance, separations and all Air Reserve Component retirements. Knowledge of and skill in applying military HR regulations, policies, practices, procedures involved in reviewing, analyzing and evaluating entitlements and retirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of regulations, policies, practices and procedures covering a variety of military personnel programs involving promotions, demotions, reenlistments and extensions, retirement and separations, assignments and other programs within the Career Development Section. 2. Knowledge of safety and security regulations, practices and procedures. 3. Ability to plan, organize and direct the functions of the Career Development Section; establish program objectives and assess progress toward their achievement; mentor, motivate and apprise the staff of a medium organization through subordinate supervisor. 4. Ability to communicate effectively, both orally and in writing to disseminate guidance, letters, bulletins, reports and other information on personnel issues and programs, conduct training and briefings and present issues/recommendations. 5. Knowledge of military personnel data system to ensure accuracy and timeliness in processing personnel actions and to create automated products, documents and reports. 6. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to research, interpret, and apply laws/regulations and guidelines to develop or revise regulations and policies and provide guidance to commanders, supervisors, managers and active duty military members. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
