The primary purpose of this position is: To serve as supervisor of one of the teams of the Air Force Board for Correction of Military Records (AFBCMR); incumbent occupies a position in the direct supervisory line and shares in and assists the AFBCMR Director.

Duties

Serves as supervisor. Incumbent reviews, analyzes, and advises on the most difficult and controversial cases providing policy guidance and advice to lead analysts and/or analysts in discussions of significant problems or irregularities in specific cases. Develops procedures and guidance for review of quality and progress of initiatives and programs executed by the team and AFBCMR. In tandem with the Executive Director AFBCMR, consults with and advises members of Congress, members of other Federal Agencies, representative of the Department of Defense, the Secretary and Assistance Secretaries of the Air Force, senior-level management officials, AFBCMR board members and the Air Staff on sensitive and complex cases.

  • This is a Centrally Managed Position in the Force Support Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

  • Incumbent must be eligible for and maintain a secret security clearance, as required by duty location
  • Must be able to obtain and maintain a Secret Clearance

  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes establishing criteria, formulating projects, assessing program effectiveness, investigating unusual problems, and/or planning alternative courses of action to resolve problems or correct inadequacies. Solving problems that are particularly difficult, widespread or persistent, or that are systemic to major systems or processes. Applying a wide range of military Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions that produce work product that positively affect a wide range of activities important to the Service/Agency. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of military personnel regulations, practices and policies. Knowledge of civilian human resources regulations, practices, and procedures so as to be able to plan, organize, and direct the functions and staff of a small to medium sized organization. 2. Ability to gather, analyze and present facts. Ability to research, interpret and apply laws, regulations, and guidelines to develop or revise regulations and policies. 3. Skill in preparing reports and/or briefing material and giving comprehensive presentations to a variety of audiences including large and/or high level groups. 4. Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tact and diplomacy. 5. Ability to plan, organize work and meet deadlines. Ability to research, interpret and apply laws, regulations, and guidelines to develop or revise regulations and policies. 6. Knowledge of the organizational and functional responsibilities and operations of the employing organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
