You will serve as a PROGRAM ANALYST at the Naval Education and Training Command of SUPPLY CHAIN OPERATIONS.

Duties

You will advise an organization on cost review analysis, studies, and projects. You will measure the effectiveness, efficiency, or productivity of administrative and technical programs. You will brief managers regarding outcome of program analysis or reviews. You will identify and analyze policy and procedural issues to formulate solutions. You will analyze metrics and program data to recommend process improvements. You will consolidate analytic findings into a recommendation.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying pertinent laws, regulations, policies, and precedents that affect the organizations processes and related support resources; 2) Maintaining up to date knowledge on current policies regarding accession plans, end strength, community management and distribution; 3) Utilizing scientific methodology and analytical and evaluative methods and techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of Supply Chain Operations; 4) Presenting analyzed data in oral and graphical presentation to senior leaders; and 5) Processing of IT management to be used in manpower, personnel and training to flow students through the accession and initial training process. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
