This position is assigned to the Nonappropriated Fund (NAF) Fleet and Family Readiness Support Services (FFRSS), N94; Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as a HQ Deputy Director, through the FFRSS Director, ensuring accomplishment of the overall FFRSS function in support of CNIC N9. The aim of this role is to lead the support services operation and enable the business operations of the F&FR Department's NAF instrumentalities as the functional leader.

Duties

Non-supervisory duties include but are not limited to: Serves under the broad direction of the N94 Director. Incumbent is vested with commitment authority to act for the N9 in all matters within existing policy. Works with a high degree of independence and technical expertise. Represents the N9 Senior Executive Officer in conducting visits to CNIC operational activities and in discussion of operational matters with responsible officials. Advises the N9 Senior Executive Officer on significant operational plans, programs, opportunities, and problems. Participates directly in national and regional issues and policy development through DOD, Navy, Federal and state agencies. Reviews policy directives from higher authority and evaluates for changes required for regional and headquarters program management. Develops and recommends approval of new policies or modifications to existing policy for F&FR programs. Reviews overall financial plans projections and monitors financial performance within respective program elements. Provides level supervision, oversight and reviews of NAF fiscal functions such as budget estimates, justifications for the expenditures of nonappropriated funds and for CNIC Central NAF Accounts. Monitors expenditures to ensure fund integrity and that maximum benefits are obtained. Advises N94 on matters concerning the investment of NAFI funds on deposit in the Central Banking Fund and on matters concerning control and utilization of approximately $1.2B of non-appropriated funds that flow through the system annually. Ensures proper staffing of all F&FRSS issues involving divergent program manager interests or requiring a coordinated position which impacts several F&FR program elements. Provides leadership in the development, administration and implementation of personnel policies and procedures governing employment, compensation, fringe benefits, employee and labor relations and safety for nearly 18,000 non-appropriated fund employees under the program management of CNIC. Provides professional development and training support to ensure F&FR employees have the knowledge, skills and abilities required to deliver community programs. Analyzes and reviews materials and feedback to determine if results are meeting the most critical needs of the Navy. Leads the development of strategic training plans for the F&FR organization. Views staff development and training goals from a mission critical perspective and sets the tone for training; defines the strategies for when and how learning is delivered; and chooses the most appropriate partners, venues, methods and media for specific lessons and content. Maintains liaison regional staffs, respective program managers, other military services, outside agencies, and professional organizations concerning F&FR Support Service Operations. Continuously evaluates management procedures and programs of field activities by analysis of financial plans and projections of various F&FR programs, analysis of inspection reports, field consultant reports and by personal visits, world-wide to CNIC activities. Evaluates the overall effectiveness of individual support programs and supervises the development of remedial measures to correct management deficiencies. Initiates follow-up to assure compliance. Supervisory duties include but are not limited to: Directs work to be accomplished by staff which includes direct supervision over six Branch Heads, NF-05 level positions. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in staffing decisions as applicable. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Qualifications

Candidates must possess a minimum of four years of specialized experience with policy development, planning, and financial management. A qualified candidate also possesses the following: Extensive knowledge of military F&FR program to the extent that the incumbent has the ability to apply experimental theories and new developments to problems, which are not responsive to resolution by accepted methods. Comprehensive knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems. Extensive and expert knowledge of and ability to utilize principles, methods, techniques, and systems of management. Mastery of concepts of program management, requirements determination, policy development, evaluative and analytical processes, and management principles and practices including budget development and implementation. General business knowledge of the primary functions of the support services department to include finance and accounting, human resources, information technology, acquisitions, facilities projects, marketing, advertising and sponsorship, employee development and project management. Knowledge of CNIC's organizational structure, functions, and mission. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to apply qualitative and quantitative techniques for measuring and improving effectiveness, efficiency, and productivity of assigned programs. Expert ability to apply high level, sound independent judgment in the solution of financial problems and the administration of management programs. Ability to direct and coordinate difficult and complex programs. Ability to develop, apply and adjust plans and policies to attain objectives. Ability to select, develop and supervise a subordinate staff. Expert ability to make decisions or recommendations significantly changing, interpreting, or developing important F&FR services policies or programs. Ability to communicate effectively both orally and in writing.
