Serves as a as a program analyst, evaluator, contracting officer's representative and advisor to management and key internal/external agency stakeholders. In this position, the incumbent will be responsible for planning, evaluating, and/or improving the effectiveness of administrative/management operations and/or technical programs and policies within the Global Investment and Economic Security (GIES) Directorate.

Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of Title 5, U.S.C., USD (P&R) Memo "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023, Per 3, Covered Positions e. Incumbents typical work assignments may include the following: Evaluates programmatic or business operations to aid managers and other key stakeholders in making informed decisions on program, planning, and policy issues. Evaluates existing internal processes and procedures, drafting proposed findings and recommendations to administrative systems, legislation, and regulations. Conducts comparative studies of organizations and programs to ascertain relative levels of efficiency, quality of customer service being provided, and more efficient and cost-effective ways of conducting agency business. Analyzes new or proposed legislation, regulations, or policies to determine impact on programs, operations, and/or management within a specific functional or well-defined program area of relatively narrow scope. Provides operational, technical, and administrative support on critical projects, programs, and policies within the organization. Plans and manages special and recurring projects on well-defined subject matter areas to include the formulation of the project methodology, identifying resources required to support the operational and analytical techniques for accomplishment of program objectives. Drafts, reviews, edits, and/or provides input to written materials, including program guidance, informational/decision memoranda, pre-meeting background briefings, talking points for senior-level managers' meetings (from informal to international), speeches, testimony, and decision proposals/justifications. Participates in and operates as a team member, working groups, and ad hoc committees as they relate to program studies and changes. Serves as a Contracting Officer's Representative (COR) for GIES contracts. Responsible for developing proper requirements and ensuring during contract administration the contractors meet the commitments of their contracts, including the timeliness and delivery of quality goods and services as required by the contract.

  • Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
  • This position requires an Program Management, Practitioner Level acquisition certification. You will have 60 months to achieve this certification.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • This position may require travel away from your normal duty station on military or commercial aircraft.
  • FLSA: Exempt
  • This position is telework eligible on a situational basis.
  • Overtime is NOT authorized for this position.

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-3 (GS12/13 equivalent) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-2 (GS11) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Recommend, through the use of analytical and evaluative methods and techniques, efficiencies and effectiveness of programs, projects and studies to improve business operations; Provide guidance, review formulation, and justify and execute program requirements utilizing agency policies, procedures, and/or regulations; Serve as a Contractor Officer's Representative or applies practical knowledge of contract management set forth in the Federal Acquisition Regulation and Defense Acquisition Regulation Supplement and conduct contract/contractor performance and oversight of contracts to include requirements development, financial tracking of invoices, closeout, and/or audit support; and Collaborate and interact on projects or teams with multiple stakeholders, including peers, management, and external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.
