The primary purpose of this position is to serve as Services Strategic Actions Officer of the Resources and Requirements Division. The incumbent is responsible for working on behalf of the Director on strategic, Congressional, and operational issues. Also serves as a senior action officer to assist in developing Air Force level policies, strategies and plans.

Duties

Contributes to organizational processes, and senior leader support. Ensures inputs from across the enterprise are accurately and effectively integrated for appropriate processes. Assesses and assigns queries from staff and members of Congress and evaluates applicability and quality of responses. Serves as subject matter expert on administrative working groups to plan and develop strategies to address administrative issues and concerns.

  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) applying analytical and evaluative methods or techniques to integrate research data into informed decision-making recommendations; (2) resolving manpower and/or personnel services issues to meet organizational objects; (3) preparing presentations, briefings, posture statements and policies to inform and influence various military, civic, and/or congressional leaders (4) directing and monitoring collective work efforts to meet organizational goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD and Air Force goals, objectives, and policies including knowledge of the relationship of the various Air Force entities involved in manpower, personnel, and services policies. 2. Knowledge of research and analysis techniques, problem resolution, and development of concrete action plans to solve problems. 3. Knowledge and skill in the application of Air Force workflow and task management directives, instructions, policies, procedures, and guidance. 4. Skill and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the directorate, including the ability to maintain credibility with others on policy matters. 5. Ability to synthesize complex, and often competing, information and viewpoints to determine best course of action and advocate recommendations across the Air Staff and to senior Air Force leaders. 6. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
