You will serve as the Deputy Chief Information Officer (DCIO) in the Office of the Department of the Navy Chief Information Officer (OCIO) for the Department of the Navy (DON).

Duties

You will be the Primary Staff Assistant (PSA) to the Department of Navy Chief Information Officer (DON CIO) for DON Information Technology (IT) policy, direction and oversight, and oversee the management of day-to-day operation of OCIO. You will be directly responsible to the DON CIO for the design and execution of strategic goals aligned to the DON Information Superiority Vision. You will manage approximately $1.4B/year in programming and budgeting for Navel Enterprise Networks (NEN) with oversight in accordance with Department of Defense (DoD) policy. You will provide leadership, direction, and oversight of the $11B DON IT budget certification process, Program/Budget Information System Information Technology (PBIS IT) oversight, and other related IT budgetary activities. You will support the DON CIO in the area of strategic and fiscal guidance, program assessment and review, monitoring approved programs, and fiscal and budgetary allocation and execution of all DON IT.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Proven effective leadership in the management and direction of a large organization. 2. Knowledge of the principles and practices of resource allocation management, sound administration and program planning. 3. Experience with the DOD Planning, Programming, Budgeting, and Execution (PPBE) and Defense Acquisition System (DAS) processes. 4. Knowledge of the functions and processes associated with the Joint Capability Integration and Development System (JCIDS). 5. Knowledge of the principles and policies of Zero-Trust, Cybersecurity, and Cyber Resiliency. 6. Ability to analyze and organize complex, factual material and controversial issues for oral and written presentation.
