The primary purpose of this position, LEAD EQUIPMENT SPECIALIST, GS-1670-12, is to serve as the lead for a non-supervisory employee team. Responsible for Equipment Specialist functions for a wide variety of complex programs in support of major weapon system or operational equipment systems and services.

Duties

Ensure the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Responsible for the technical changes and process integration as it applies to the Recoverable and Consumable Factor System (D200) with the Power Systems Branch. Provide technical leadership regarding the equipment specialist task of field/depot/team support and is the single action point and expert in the Power Systems Branch for the Material Safety Task Group (MSTG) actions related to safety of Flight events. Responsible for the technical oversight of the Techinical Order Sustainment (TOs) function, ensuring compliance with the legal and regulatory requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT POSITIONS, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Services Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. For positions above GS-5, an example of creditable specialized experience includes: familiarity with team lead activities providing a variety of coordinating, coaching, mentoring, inspiring, motivating, facilitating, consensus building and planning techniques along with guiding and challenging others towards goal accomplishment and being able to adapt leadership styles to a variety of situations; inventory management principal, and expertise in concepts and methodologies sufficient to perform a variety of complex assignments, operations and procedures; consumable and recoverable requirements determination process, data collection and management techniques and analysis techniques required to provide input to decision makers. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific Recoverable and Consumable Factor System/weapons systems, and skill in applying this knowledge to difficult and complex assignments. 2. Knowledge of required security and safety regulations, practices, and procedures. 3. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintain good working relationships, and working cooperatively as a member of a team. 4.Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identify and analyze complex technical problems and developing innovation solutions. 5. Ability to plan, organize and reprioritize work to meet changing deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
