The primary purpose of this position, EQUIPMENT SPECIALIST GS-1670-12, is to serve as a Air Force Engineering and Technical Services (AFETS) technical advisor at the command level on complex and sophisticated systems/equipment to support MAJCOM and subordinate units.

Duties

Serve as technical advisor at the command level to major command functional managers, in various locations, operation, and training related to complex and sophisticated systems, subsystems, and equipment. As MAJCOM Technical Advisor, provide expert technical advice to senior leaders and functional managers in the maintenance, operation, and training related to complex and sophisticated systems, subsystems, and equipment. Provide technical assistance to field units in resolving complex system/equipment problems. Assist in troubleshooting and repairing difficult and unusual problems including those which have not been previously resolved. Prepare and present oral and written reports, briefings, and recommendations to senior leadership concerning equipment issues, problems, and training requirements.

  • This position may require employee to work under adverse environmental conditions.
  • This position is designated emergency essential, and the incumbent must sign DD Form 2365 accepting conditions of employment related to that designation per DODD 1404.10.
  • In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to functions effectively.
  • This meets the criteria if an E-E position and requires that the incumbent, or the designated alternative, be removed from any military recall status.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1670, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment list. Knowledge of required maintenance and safety regulations, practices, and procedures. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions. Ability to plan, organize, and reprioritize work to meet changing deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires some physical exertion such as long periods of standing; or recurring activities such as bending, climbing, stooping, stretching, or reaching. The incumbent lifts items in excess of 24 pounds with mechanical or human assistance. WORK ENVIRONMENT: The work environment can include arctic, desert, and temperate climates. Work is occasionally performed out of doors or in field conditions, flight lines, and maintenance facilities. Exposed to high noise areas. Special safety precautions and protective clothing/devices are required during these site visits.
