The primary purpose of this position is: To perform protocol, ceremonial and administrative functions in support of the Air Force District of Washington (AFDW), Secretary of the Air Force, US Air Force and US Space Force.

Duties

Provides policy and procedural guidance for the AFDW Commander, Vice Commander, Director of Staff, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, official entertaining, and special projects. Serves as protocol advisor to the AFDW Commander, staff, and functional installation-level points of contact. Serves as Protocol Specialist, responsible for planning, coordinating, and executing ceremonies/events hosted by AF and USSF general officers and Custodian for Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) Funds for events/activities for AFDW Commander and associate AFDW Wings. Leads or participates in special initiatives, studies and special projects and initiatives and performs non-routine assignments.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • May be required to work overtime, compensatory time, change of shift, holidays, weekends or evenings on short notice.
  • Performs periodic 24-hour on-call duties as Protocol representative.

  • All federal employees are required to have direct deposit.
  • Travel by military or commercial air, TDY, or frequent trips between on and off base facilities may be required.
  • Driving government vehicles on and off base is required. A Driver's License is required.
  • Superior Qualification will be considered.
  • Leave accrual may be authorized upon request.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of organization structure, functions, policies, and operations to ensure programs planned for visitors are accurate, concise, and informative; (2) Exercising the use of proper protocol courtesies, policies, regulations, directives and other guidance pertaining to public relations and intergovernmental public communications; (3) Advising on management and administrative philosophies, principles, techniques, and analytical methods to perform assigned duties and to propose recommendations and implement improvements; (4) Monitoring expenditures for strict regulatory compliance, ethical propriety and funds availability. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to a Ph.D. degree or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of the concepts, principles, and practices of customs, courtesies, etiquette, protocol, military ceremonies, and military traditions (both national and international). 2. Thorough understanding and knowledge of Air Force programs, policies and instructions related to protocol in the U.S., in a foreign country and with international general officers. 3. Knowledge of written and oral communication principles, methods and techniques to conduct and coordinate ceremonial and protocol activities to develop intercommunication between command and a variety of audiences. 4. Skill in gathering, evaluating and interpreting feedback to identify potential problems/concerns, arrive at valid conclusions/solutions, and offer meaningful recommendations/resolutions. 5. Highly effective skill working with people to maintain effective working relationships with groups interested in or affected by events and protocol programs and policies. Conduct all interactions with the utmost tact and diplomacy. 6. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations and use various office automation software such as Word, Excel, and PowerPoint. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
