The primary purpose of this position is: To serve as Chief of the Resources Division (NGB/A4P) at a major command (MAJCOM) equivalent with responsibility for directing the activities of the Division.

Duties

As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans. policies, procedures, and work plans dealing with the development and operation of command-wide support resources (financial, manpower, and information technology) functions and activities Provides advice and assistance to the Directorate leadership on financial management, budget, manpower, information technology, business operations/processes, and performance/efficiency of the Directorate to effectively meet current and long range program goals and objectives. Exercises supervisory personnel management responsibilities. Establishes, develops, and maintains effective working relationships with employees, supervisors, and managers/directors of the same agency as well as with managers/directors and staff in organizations within other MAJCOMs, Air Force (AF), Department of Defense (DoD), Other Agencies, etc.

  • Incumbent is required to file Confidential Financial Disclosure Report (SF 450) or submit a satisfactory Confidential Statement of Affiliation and Financial interest (DD 1555) annually per AFR 30-30.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the (CONT'D)
  • parent federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IA W: DoDD 1200.7, "Screening the Ready Reserve,")

  • This is a Financial Management Level 111 Certified position IA W the National Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall(CONT'D).

  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes Mastery knowledge of the policies, principles, concepts. guidance. procedures, techniques, and methodologies pertaining to financial, manpower, information technology/management, logistics, engineering, and force protection (i.e. civil engineering, logistics readiness, maintenance, supply, transportation, and security). Mastery knowledge of the mission, roles, functions, organizational structures, and operation of DOD, NOB, Air National Guard, and Air Force organizations to provide command level staff guidance and/or resource development, management, and integration to support the Air National Guard. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of the policies, principles, concepts. guidance. procedures, techniques, and methodologies pertaining to financial, manpower, information technology/management, logistics, engineering, and force protection (i.e. civil engineering, logistics readiness, maintenance, supply, transportation, and security). Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively, both orally and in writing, and be able to present information clearly, concisely, and with technical accuracy, as well as maintain good working relations with all individuals and organizations. Skill and ability to plan, organize, and direct the functions and staff in critical aspects of sustainment funding and resource requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
