The primary purpose of this position is: To serve as the MAJCOM Director level Command Administrative Support Manager for the Office of the Air Surgeon (SG) Directorate with responsibility for all National Guard Bureau (NGB) SG Medical requirements. The incumbent is the Directorate Administrative Officer with responsibility for providing or obtaining a wide variety of management services essential to the operation of NGB/SG.

Duties

Plans, organizes and directs the executive support services for the Executive Services Division (NGB/SGE) and activities to include the full range of executive support to Directorate divisions and the direct executive support of the NGB/SG Director, Deputy Director and Associate Director. Designs and conducts complicated management surveys, reviews, and research projects associated with NGB/SG organizational administrative functions. Independently researches, interprets, and applies travel regulations, requirements and procedures. Recognized as authority on all technical aspects of Directorate travel program and applicable legislation, policy and regulations. Provides independent advice on the impact of proposed budgets or long-term programs on objectives set by the Director, Deputy Director, Associate Director, and/or NGB/SG Division Chiefs. Serves as NGB/SG Manpower and Workforce Analysis Officer in order to coordinate personnel services, position classifications, staffing, recruitment, employee/labor relations, employee development, and EEO matters.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge and skill in applying analytical and evaluative and investigative methods and techniques in issues concerning the efficiency and effectiveness of the unit's information management, support, and personnel program operations; (2) Knowledge of the Joint Travel Regulation, and DoD travel policies and guidance and the ability to interpret, implement, and provide advice on the execution of the travel budget; and (3) Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organization techniques and military command. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative and investigative methods and techniques in issues concerning the efficiency and effectiveness of the Directorate's information management, support, and personnel program operations. Knowledge of the Joint Travel Regulation, NGB, Air Force, and DoD travel policies and guidance and the ability to interpret, implement, and provide advice on the execution of the NGB/SG travel budget. Knowledge of operating programs throughout the NGB/SG in order to analyze findings and make recommendations on substantive operating programs/issues. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organization techniques and military command. Knowledge of the regulations, policies and precedents, which affect the Medical Service programs and related support operations. Knowledge of a wide variety of budgetary and financial methods, practices, policies, procedures, regulations, and precedents. Ability to plan, organize, and communicate effectively both orally and in writing and maintain good working relationships. Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals, and press releases. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
