About the Position: As a Budget Analyst, you will serve as a Senior Analyst and Technical Advisor solving complex budgetary funding and programming issues affecting the Command. This position is located at the III Corps Senior CDR AUG G-8 Resource Management Budget and Travel Division in Fort Cavazos, Texas

Duties

Allocates funds for projects and programs based on analysis of budget estimates, historical expenditures, projected workload, and approved funding. Advises program managers and management officials on the availability of funds, requirements for reprogramming between budget accounts, and in accordance with programs, mission objectives and compliance with applicable guidelines. Develops budget program processes, procedures and guidance for executing financial management plans and programs. Analyzes organizational needs, adjusts operating programs within prescribed limits, and makes recommendations to the Commander for funding program requirements. Conducts special studies, analysis of trends, and develops projections in the identification of variances in the rates of expenditures and obligations, as compared to actual performance of the financial plan. Provides senior leaders and representatives with recurring and ad hoc financial reports, findings, and presentations of the status of receipts, obligations, and expenditures of funds. Monitors monthly and at year-end closing- the utilization, obligation, expenditures, and work-year limitations for assigned accounts, ensuring compliance with applicable guidelines. Exercises sound technical judgment of a high level in providing recommendations and development of plans and programs in support of training and readiness requirements and objectives. Represents command leadership at high-level conferences and meetings regarding budget programs, projects, and mission objectives; AND serves as key member on the Command Program Budget Advisory Committee (PBAC) and Program Budget Review.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the selectee can be terminated with limited appeal rights
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires a Financial Management Level 2 Certification designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
  • Selectee is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the selectee to adverse action.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes applying budget-related laws, regulations, policies, methods, and/or techniques; analyzing, developing, and executing solutions to difficult and complex budgetary funding issues; performing a wide variety of administrative and analytical duties regarding the planning, programming, justification, presentation, and review of the command's budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationControl of FundsFinancial Management AnalysisOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
