This position is located in the Scientific Review Program (SRP), Division of Extramural Activities (DEA), National Institute of Allergy and Infectious Diseases (NIAID), National Institute of Health (NIH), U.S. Department of Health and Human Services (DHHS).

Duties

Ensures that program activities are fully compliant with relevant rules, regulations and laws, and also with the organization's mission. Develops training materials for staff and conducts training sessions to ensure all staff follow established best practices in management of peer review. Conducts administrative reviews of grant applications and contract proposals, identifying and providing recommendations regarding adherence to funding opportunity requirements and submission completeness. Provides scientific and analytical expertise for a broad portfolio of public health projects and research projects related to immunology and infectious disease. Collaborates with NIAID officials and staff in the development, coordination, integration, and communication of long-range scientific goals and strategies for the Division. Manages review meeting logistics including creation of documents, troubleshooting for electronic systems, IT setup/troubleshooting for video-conferencing. Independently generates data reports, performs analyses, and prepares draft PowerPoint slides upon request.

Qualifications

Education Requirement: A Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained). Additional qualification requirements: To qualify for this position at the GS-09, level if you meet one of the following qualification requirements: A. You must have at least one year of qualifying specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing scientific and technical support for the peer review of grant applications and contract proposals for a biomedical research program; assessing peer review policies or similar activities for adherence with applicable laws, regulations, and rules; generating initial data reports, performing basic analyses, and preparing draft documents for presentations on peer review programs or initiatives; and coordinating peer review activities and referrals with other staff OR: B. A master's or equivalent degree or, have completed 2 full years of progressively higher level graduate education leading to such a degree or, have an LL.B or J.D., if related. OR C. A combination of education and specialized experience that meets the qualification requirements for this position. To qualify at the GS-11 level, if you meet one of the following qualification requirements: A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting reviews of grant applications and contract proposals to identify and provide recommendations regarding content and completeness; managing the referral of scientific documents such as grant applications to appropriate groups for peer review evaluation; providing guidance and training to other staff on peer review related procedures and best practices; and performing data management, analysis, and reporting for peer review programs or initiatives; OR B. Completion of a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree or have an LL.M., if related; OR C. A combination of education and specialized experience that meets the qualification requirements for this position.
