This position provides Information Technology support to the Department of Clinical Research Informatics, Clinical Center, National Institutes of Health (NIH). The NIH is the principal biomedical research institution of the Federal Government. The Clinical Center is the research hospital responsible for ensuring the highest possible level of medical care for research subjects of the NIH.

Duties

The Chief of Clinical Informatics participates with the CIO in policy development and guidance, program direction, and the exercise of departmental authority over the clinical information systems throughout the Institute. Incumbent will be evaluated on the effectiveness of his or her EEO performance. Utilizing the knowledge and skills of clinical practice, develops and oversees the implementation of evidence-based information systems that enable the delivery of efficient, effective clinical and research care. Articulating the organization's vision and strategy for informatics transformation, actively engaging in managing change and measured success through established metrics. Providing a critical liaison role with the clinical and research communities within the NIH intramural program. Building relationships of trust and credibility with external departments is essential in progressing toward effective system configuration that involves a wide variety of stakeholders from multiple areas. Effectively managing partnerships at all levels of the organization to ensure informatics goals are articulated and met. Developing working relationships with management staff from clinical departments that interface with the CC hospital system. Addresses interdisciplinary issues as they arise as well as anticipates potential problems to act on a proactive basis. Providing analysis and develops potential options for requested complex enhancements to Clinical Systems that impact multiple departments and/or institutes. Representing DCRI for activities surrounding The Joint Commission accreditation. Monitors current and proposed standards and provides potential system options that will support documentation of these standards. Aiding with implementation efforts surrounding hospital system enhancements and upgrades. Assists in the coordination of efforts and ensures follow through to completion. Recommending strategies to measure success of clinical system enhancements. Participating in formal and informal management planning, policy and decision-making sessions with senior managers and technical specialists regarding administrative and technical changes to clinical IT systems. Reviewing IT proposals and recommendations for soundness, appropriateness, and adequacy. Assesses overall impact, including potential resource contention, and develops plans of action for clinical IT initiatives.

Qualifications

In order to meet the Basic Qualifications Requirements for a Supervisory Clinical Informaticist, GS-0601, you must: Possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition, to qualify for a Supervisory Clinical Informaticist, position at the GS-15 level: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing leadership and direction to a staff involved in supporting clinical research informatics in a research hospital setting; developing implementation plans for clinical informatics initiatives; testing and evaluating the performance of clinical informatics projects; and developing policies and procedures to prevent and defend against unauthorized access to clinical informatic systems, networks, and data. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
