You will serve as a PROGRAM ANALYST/ACTION OFFICER of DON PIO. This role requires a unique combination of Navy business operations, knowledge, communications, leadership, strategy development, tactical ability, and process and project management skills appropriate for the depth interactions needed to make enterprise processes and projects successful.

Duties

You will be responsible for participating as a lead agent and/or support member in a high performing team of contractors and civilians identifying and executing strategic level initiatives and other high-priority efforts. You will lead and/or support the implementation, planning, coordination and collaboration, execution monitoring, communication, training, and on-site assistance for strategic projects under the SECNAV PIO. You will establish appropriate focus sub-groups, designed to address specific issues associated with program implementation. You will maximize support services, while simultaneously minimizing risks and reducing costs through effective forecasting of process analysis needs, planning, implementing and continuously improving. You will support strategy development of the Secretariat Priority Assignment (SPA) work stream, PIO and SECNAV. You will utilize Navy business operations, knowledge, communications, leadership, strategy development, tactical ability, process and project management skills for interactions needed to make enterprise processes and projects successful. You will positively contribute to the organization as the nerve center for high-priority initiative leadership, acts as a portfolio, program, project, and process consultant. You will recognize overlaps, mediates conflicts, facilitates interactions, and develops a methodology for timely and flexible project delivery. You will communicate initiative efforts and facilitate clear terminology. You will be responsible for project management functions, overseeing the master work plan and schedule, monitoring progress, evaluating cost, schedule and performance including quality assurance and audit concerns incorporating risk and controls. You will manage program resources and budgets, seek process improvements, institutionalize best practices, and communicate lessons learned. You will integrate and coordinate with the Performance Improvement Office, Secretariat Priority Assignment, work-stream team to assess, develop, coordinate and/or implement improved business practices across DON. You will coordinate internal resources and third parties/vendors, and ensuring that all projects are delivered on-time, within scope and within budget. You will ensure consistent implementation and application of functional decisions and policies. You will identify, analyze, and recommend functional process changes and improvements based on experience and resolution to issues and problems encountered. You will ensure all relevant initiatives, processes and procedures are properly elevated for PIO Director, Deputy Director, and/or functional owner review and approval for resolution including the validation of implemented actions. You will make major recommendations on significant strategic program and policy issues. You will integrate and collaborate with other functional areas to deliver cross functional solutions to end-to-end problems.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience overcoming organizational resistance, mediating conflicts, facilitating interactions, and applying methodology for timely and flexible project delivery. Experience utilizing information systems to support decision making. Experience utilizing data collection, synthesis, and communication is essential in all aspects of the work. Experience accomplishing objectives and implementing decisions, including projects designed to revise. Experience utilizing SECNAV policy, directives, instructions, guidelines, and practices to implement DoD and SECNAV policy in the most cost-effective manner using the most economical methods. Experience coordinating and directing efforts of IPTs/CFTs in matrixed team settings. Experience utilizing qualitative and quantitative methods for assessing, evaluating, and improving program or project process effectiveness. Experience negotiating effectively with management to accept and implement recommendations where the proposals involve substantial agency resources or require extensive changes in established procedures.
