You will serve as Senior Advisor in the Office of the Deputy Under Secretary of the Navy for Policy (DUSN (P)) for the Department of the Navy (DON).

Duties

You will serve as a senior strategy and policy advisor to the DUSN(P) with a focus on international affairs; coordinate and lead special projects as assigned. You will monitor DON interactions with foreign governments and analyze political, military and economic matters affecting DON relations with foreign countries. You will speak for and represent DUSN(P) with international outreach to foreign partners and allies, and work with the Department of State to ensure DON interests are reflected in the conduct of U.S. foreign policy. You will be responsible for ensuring DON and Marine Corps interests are actively promoted with the Office of the Secretary of Defense, the Joint Staff and other military departments and services, and Defense agencies. You will serve as liaison with senior officials from other departments and agencies of the United States Government (USG) involved in safeguarding U.S. interests in the maritime environment, when assigned.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge of and experience in working with the USG interagency process at a senior level, and a successful track record in representing the position of a department or agency in that process. 2. Extensive knowledge of safeguarding U.S. interests in national security policy and program development. 3. Detailed knowledge and experience with the processes by which the agency develops and implements policy. 4. Experience in working with foreign governments at a senior level. 5. Comprehensive knowledge of international political and military matters, to include expert knowledge of the affairs of foreign countries, including their political and military relations with other countries and regions and the ability to correlate and integrate a wide range of factors and considerations into policy recommendations for agency senior leaders.
