The primary purpose of this position is to: Serve as a supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters Air Force (AF), Deputy Chief of Staff (DCS) for Intelligence, Surveillance and Reconnaissance (ISR) and Cyber Effects Operations (CEO) Readiness and Global Force Management Division (AF/A2/6FF).

Duties

1. Plans, organizes, and directs the activities of AF/A2/6FF, ensuring that AF ISR and CEO readiness, GFM, and foreign language policy, strategy, guidance, and oversight comply with legal and regulatory requirements in order to meet customer needs. 2. Exercises supervisory personnel management responsibilities. 3. Reviews Air Force, DoD, Combatant Command, and ODNI ISR and CEO readiness, GFM and foreign language requirements; and evaluates impacts of significant policy changes on Air Force ISR and CEO portions of joint combat operations, GFM allocation, mobilization, and contingency plans. 4. Represents AF/A2/6FF with a variety of installation and functional area organizations.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervisory/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. *** Salary ranges includes local market supplements *** In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of management principles, process and analytical techniques with an extensive knowledge of and skill in applying the full-range of Intelligence, Surveillance and Reconnaissance (ISR) and Cyber Effects Operations (CEO), and Global Force Management processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of ISR, CEO, and ISR foreign language, readiness and GFM requirements; fully-versed in qualitative and quantitative techniques that apply to Office of the Security of Defense (OSD) and ODNI policies, processes, and standards as well as the impact to the Services, and demonstrates expertise in Air Force Readiness, GFM, and foreign language policy and procedures for developing and implementing an AF implementation plan and response to OSD and ODNI requirements. 2. Knowledge of ODNI, OSD, and Air Force readiness, global force management, and foreign language program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating the effectiveness of planning actions as related to actual events; and skill in developing and adhering to long- and short-range manpower, personnel, and financial plans with respect to ongoing and expected programs. 3. Skill in designing and conducting policy implementation plans, policy portfolio management, negotiation and arbitration, comprehensive studies, developing budget forecasts, cost benefits, cost projections, unfunded requirements justifications, policy guidance narratives, policy issue papers, and programmatic factors to produce fully justified options that can be presented to the senior levels of Air Force, DoD, and Intelligence Community leadership on policy impact. 4. Applied knowledge of ISR, CEO, and foreign language data and databases as well as experience with data analysis, tools and techniques to produce complex visualizations for forecasting, determining solutions, and senior leader decision tools. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, in working out solutions to problems and questions. 6. Knowledge of security practices for ensuring the safeguarding of classified information. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
