You will serve as a Management and Program Analyst NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will review and approve objectives, plans, schedules, and programs. You will coordinate and recommend adjustments and resolve problems regarding tasks, projects, and programs, which affect Customer requirements, budget execution, and overall efficiency. You will provide the Director and/or Deputy Director a review of actual program performance and direct investigation of abnormal deviations. You will prepare and present acquisition briefing, presentations, and demonstrations on program status, costs, adherence to baselines and schedules to the EPMO Director. You will review all acquisition requirement packages and related documents prior to submitting them to the contracting office for action. You will develop plans, policies, and procedures to analyze Department of Navy and NSMA guidance and objectives to create operational policies in support of enterprise projects and governance.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector: 1) Identifying, organizing and maintaining information management systems to determine its importance and accuracy, and communicates it by a variety of methods; 2) Understanding and interpreting technical material, rules, regulations, and instructions; 3) Planning, coordinating, and executing business functions, resource allocation, and production; and 4) Writing information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling and oral presentations.
