About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Responsible for accurately managing the Modification Table of Organization and Equipment (MTOE) and Table of Distribution and Allowances (TDA) documentation of military and civilian manpower and equipment for the 516th TSB. Reviews and analyzes mission and function changes, doctrinal changes, programmed strength changes, systems integration, and changes requested by battalion commanders, for impact on force structure. Reviews MTOEs and all TDAs to ensure that the documentation data identifies equipment allowances, prescribes the line item numbers, equipment readiness codes, generic nomenclature, quantities of requirements and authorizations. Ensures that equipment requirements and authorizations meet authorized levels according to the organization’s mission and function and operational objectives. Program Objective Memorandum (POM). Responsible for POM development, budget requirement preparation and execution involving appropriated funds (APF). Analyzes manpower programming and budgeting data in preparation of the Army POM and Command Plan. Formulates and monitors long-range and detailed budget forecasts and plans. Develops and synchronizes implementation plans to accomplish Commander’s lines of effort (LOE) and priorities across multiple functional areas. The incumbent collects data to fulfill reporting requirements and to provide analysis of near-term and long-range funding requirements. Independently performs a wide range of administrative and analytical duties in the formulation and presentation of budget and program estimates, which balance and support the short- and long-range goals and objectives of the Command. Formulates, disseminates, and maintains the program execution plan. Plans, conducts, develops and implements of both quantitative and qualitative research to assess the effectiveness and/or efficiency of the Brigade’s programs, projects, operations, and activities. Researches and maintains continual awareness of new or improved business and management practices and advises management on their potential for adaptation and use in any part of the Brigade. Directs the Support Agreements Program for the 516th TSB, as well as providing support to the Battalions. Responsible for the regulations and policies that govern the processes for developing all Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), and Support Agreements between the 516th TSB, Battalions, and external agencies. Chairs and/or participates in working groups, teams, panels, and committees dealing with agreement production for 516th TSB. Risk Management and Internal Control (RMIC) Program. Responsible for the direction and administration of the 516th TSB RMIC program to include the development and publication of policies and instructions related to the program. Conducts analysis and evaluates SOA inputs (risk assessment, evaluation reports, etc.) to ensure thorough assessments have been conducted and that reports adequately describe the SOA. Posts current and updated RMIC guidance to ensure assigned personnel has the latest and most current data to manage and operate a successful program.

Such experience is typically in or directly related to the work of the position to be filled. Specialized Experience: One year of specialized experience which includes knowledge of a wide range of manpower and POM concepts, principles, and practices pertinent to the identification and documentation of total workforce and resource requirements, including optimization of strategies to allocate and employ those assets and resources in support of the mission. Knowledge of Program Objective Memorandum (POM) process and ability to execute programming/reprogramming processes to support mission requirements with the appropriate Army Management Decision Package (MDEP). Skill in preparing and conducting (informational and decision) briefings for manpower, POM, Risk Management Internal Control (RMIC) and support agreement programs to convey data and recommendations. Comprehensive knowledge of regulations, policies and directives governing Agreements, to include Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), Support Agreements (SA), General Terms and Conditions (GT&C)/ FS 7600A, and G-Invoicing.
