This position is located in the Institute of Education Sciences (IES), National Center for Education Statistics (NCES) in Washington, DC. IES is the research arm of the U.S. Department of Education. The incumbent will be responsible for supporting the development and implementation of studies on school climate and characteristics. The position is telework eligible consistent with the Agency’s telework and remote work program policy.

Qualifications

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-12, if you possess the specialized experience, education, or a combination of the two.Specialized Experience for the GS-12:One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) following duties or work assignments:1. Experience developing and conducting large-scale sample-based surveys.2. Experience developing, executing, or administering survey research grants or contracts.3. Experience working in one or more of the following K-12 education policy subject areas: school climate, school crime and safety, principal and teacher workforce patterns.EDUCATION (see EDUCATION SECTION of the vacancy announcement)Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Ability to manage large-scale education data collection projects.2. Ability to develop, monitor, and document data collection operations, and to collaborate with senior staff to develop complex data collection programs.3. Ability to manage multiple research tasks and contracts at the same time.

STATISTICS GS-1530

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education cannot be substituted for experience for this position and grade level.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
