Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Contract Oversight Specialist, you will: With direct technical assistance from the Team Leader and daily supervision and direction from the Director, the incumbent: -Manages and exercises oversight in planning, monitoring, and providing support on procurement activities such as the costs, scheduling, and performance parameters of all contracts initiated by PIH, to include task orders, or other contracts originating within the Department or other acquisition sources, such as the General Services Administration (GSA). -Serves as the point of contact for PIH staff on matters regarding, but not limited to, the identification of procurement and contract requirements, development of Requests for Contract Services, Requests for Proposals, and provides assistance in the resolution of problems. -Assists PIH program staff in identifying contracting needs, estimating costs, developing Statements of Work and other documentation for submission to PIH approving officials and other offices within the Department; establishing contractor monitoring strategies, as well as other support services essential to the advancement of PIH procurement needs. -Participates in establishing performance standards and guidelines for on-board procurement and contract oversight staff, assisting in monitoring contractor performance and taking corrective action where necessary. -Assists PIH offices by engaging in long-term strategic planning of PIH's contracting needs to ensure that necessary funds are requested, based upon workload projections, industry trends, new legislation, new or revised Departmental policies, or changing technologies.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Evaluating acquisitions/procurement/cooperative agreements for performance, efficiency, value, and continuing need; AND - Evaluate contract proposals/ applications and monitor contractor performance; AND - Identifying the need for acquisition/procurement services to support the Program Office mission. Specialized Experience: For the GS-12 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Evaluating acquisitions/procurement/cooperative agreements for performance, efficiency, value, and continuing need; AND - Evaluate contract proposals/applications and monitor contractor performance. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
