This position is with the Small Business Administration, Office of International Trade (OIT) in Washington D.C. Provide guidance to U.S. small businesses on entering international markets through trade development and export finance programs.

Duties

The International Trade and Finance Specialist will perform the following key duties: Actively markets SBA's export finance and working capital programs to lenders and small businesses, and proactively solicits export loan applications from participating lenders; and provides training and other expert technical assistance in the use of these programs to both the lending and business communities. Provides international trade and export finance expertise to business and lenders within their territory. Develops and implements an annual strategic plan for the USEAC to train both small businesses and lenders in export finance basics and U.S. government export finance programs. Represents OIT and SBA at meetings with state, national, and international representatives. Also represents SBA and explains SBA programs in a wide range of venues, including trade shows, seminars, and export-related speaking engagements, as well as to the media. Communicates the needs of exporters to other SBA divisions and ensures that inquiries are directed to the appropriate SBA staff. Monitors current and emerging needs of small business exporters making recommendations to management and OIT for program and policy modifications that could enhance the international competitiveness of small exporters. Coordinates the implementation of pilot projects or other new forms of assistance to promote small-business exports; coordinates with principles from the Ex-Im Bank, Department of Commerce (DOC), and other stakeholders on the topics of export finance and working capital. Performs other duties as assigned. This is a bargaining unit position with AFGE Local 228. This is not a (drug) testing designated position (TDP).

Qualifications

GS-14 Specialized Experience: At least one year of specialized experience (equivalent to the GS-13 level in the Federal service) obtained in either the Public or Private sector that includes the following: (1) Origination, underwriting and/or structuring of secured loans (e.g. commercial and industrial loans); asset-based loans (ABL); and/or structured trade finance products; AND (2) Serving as a relationship manager, loan officer, loan product portfolio manager, or program director at the assistant vice president level or higher in a financial institution, financial services company, or federal agency. These qualifications must be clearly referenced in your resume. It is available for your review on OPM's Qualifications web site: General Business and Industry Series, 1101 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by 11:59 pm (Eastern Time) on 03/20/2024.
