Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Data Scientist, you will use your knowledge of and experience with the Office of the National Coordinator for Health Information Technology (ONC) to optimize business results and customer experience by: Applying a variety of analytical approaches to solve mission focused policy, program, or administrative problems and research. Explaining analysis methodology and justifying conclusions drawn from analysis and data. Developing, designing, and conducting quantitative and qualitative analyses on a range of health care, public health, or HIT topics to inform decisions about policy development and/or program improvement. Regularly conducting analysis in a programming or statistical software suite such as: R, Python, Statistical Analysis System (SAS), Statistical Package for the Social Sciences (SPSS), or STATA. Communicating results from analyses through memoranda, briefs, talking points, issue papers, reports, correspondence and other materials that accurately identify issues, presenting appropriate summaries of relevant evidence, and making defensible recommendations to supervisor and other managers.

Qualifications

Applicants must demonstrate that they meet the Basic AND Additional Qualification requirements as noted below. WHAT WE ARE LOOKING FOR BASIC QUALIFICATION REQUIREMENT FOR ALL GRADE LEVELS: You must meet one of the items listed below (A or B): A. Possess a 4-year bachelor's or higher degree in: Mathematics, statistics, computer science, data science or field directly related to the position (i.e. economics). The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.(Must provide transcripts) OR B. Possess a combination of education and experience --Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. (Must provide transcript) AND ADDITIONAL QUALIFICATION REQUIREMENT FOR GS-11 GRADE LEVEL: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-9grade level in the Federal service including ALL of the following: 1. Researching and analyzing data related to healthcare, public health, or health IT. 2. Using analytic and statistical software (e.g., R, Python, SAS, SPSS, or STATA) to prepare, clean, analyze, and/or visualize data. 3. Communicating research and analysis findings through presentations and/or reports to inform healthcare, public health, or health IT policy and/or programs. OR Must have three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field directly related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester or 27 quarter hours will satisfy an academic year of graduate study. NOTE: Must submit transcript(s). OR Must have a combination of experience and graduate education as described above. NOTE: Must submit transcript(s). ADDITIONAL QUALIFICATIONS REQUIREMENT FOR GS-12 GRADE LEVEL: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11grade level in the Federal service including ALL of the following: 1. Researching and analyzing data related to healthcare, public health, or health IT. 2. Using analytic and statistical software (e.g., R, Python, SAS, SPSS, or STATA) to prepare, clean, analyze, and/or visualize data. 3. Communicating research and analysis findings through presentations and/or reports to inform healthcare, public health, or health IT policy and/or programs. 4. Drawing conclusions and making recommendations based on data analysis to inform development, implementation, and/or evaluation of policy, programs, or regulation.
