This position is located in Division of Depositor and Consumer Protection (DCP), and is responsible for meeting the complex data-related needs of ongoing high profile research initiatives such as the Household Survey. Duties

Responsible for the ongoing training and mentoring of junior analytic team members.  Provides sound data science-related guidance and leadership to meet the complex technical needs of the Section. Identifies problems, and devise solutions, using strong analytical reasoning and problem-solving skills, and applying reasonable assumptions in the absence of complete information. Recommends analytical approaches common to the field of data science, including but not limited to AI/ML/NLP techniques, geographic analysis, and data visualizations. Provides expertise in the Linux environment and shell scripting, with distributed computing software and databases, and with high-performance computing (HPC) environments. Delivers expertise in artificial intelligence (AI) technologies, including natural language processing (NLP) and machine learning (ML), and expertise in mapping software and geographic datasets. Determines the uses and limitations of each dataset for addressing analytic objectives and understanding whether and how different datasets can be combined to address a specific need, and keeps abreast of the latest developments in the data science field, keeping in mind potential applications to the needs of the Section and understanding the limitations of current technology. Uses analytical software and advanced techniques to programmatically prepare data for analysis, including resolving issues with incomplete, inconsistent, or difficult to use data, for example through the development of appropriate imputation strategies or by creatively supplementing from multiple diverse data sources. Collaborates with PhD economists in the Section to provide technical guidance on appropriate analytic approaches across a wide range of contexts, including large scale research initiatives, original research targeted for publication in peer-reviewed journals, and to support the development of research briefings for senior audiences, including FDIC executives and board members as well as external stakeholders. Responsive to a variety of stakeholders with varying technical backgrounds. Represents divisional and organizational interests at agency-wide or interagency forums and at external events covering data science, analytics, and other data-related topics.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must meet the Basic Requirements and the minimum qualifications to qualify for each grade they wish to be considered for. Basic Requirement:A) Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B) A combination of education and experience - Courses equivalent to a major field of study (30 semester hours), as shown in A above, plus appropriate experience or additional education. In addition to meeting the Basic Requirement above, applicants must also meet the minimum qualifications to be considered: Applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-14 grade level or above in the Federal service.  Specialized experience is defined as experience in at least three of the following areas: Providing primary technical oversight to the logistical data management-related implementation of a nationally representative survey; Conducting statistical analyses using survey data with complex sampling frames; Creating efficient data pipelines to facilitate analyses conducted by PhD economists working on multiple simultaneous research projects; Conducting data manipulations using large datasets with millions of observations, such as economic, financial, or geographic datasets; Enriching, manipulating, and managing large complex datasets in a high-performance computing environment with parallel processing capabilities; Writing code to conduct analyses using at least two of the following languages or statistical software or technologies, Julia, MATLAB, Octave, Python, R, Spark, or SQL.
