About the Position: As a Budget Analyst you will perform a wide range of financial analytic and management functions within the Office of the Assistant Secretary of the Army (Financial Management and Comptroller) [OASA(FM&C)]. You will be responsible for programming, budgeting, formulation, justification, and execution of a wide range of programs with the Army Working Capital Fund (AWCF).

Duties

Review and analyze authorization and appropriation legislation for impact to the appropriation. Perform a wide range of financial analytic and management functions related to the day-to-day management of the AWCF appropriation. Support independent analysis of program budget and financial management as they relate to AWCF; make recommendations to ASA (FM and C) and Army Leaders on current year AWCF issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Level 2 Financial Management certified position.
  • Must be able to obtain and maintain a Secret security clearance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above) OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes monitoring the execution of an organization's budget with different appropriations; analyzing budget recommendations to support command operations; adjusting short and long-range budget requirements to ensure the availability of funds; Analyzing budgetary problems in all phases of budget/financial administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above) GS-13 Specialized Experience: One year of specialized experience which includes monitoring the execution of an organization's budget with different appropriations; developing budget recommendations to support command operations; adjusting short and long-range budget requirements to ensure the availability of funds; applying new methods of analysis and practices to resolve deficiencies in the financial systems; Analyzing budgetary problems in all phases of budget/financial administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationData AnalysisFinancial Management Analysis Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education
