This position is located in the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)) reporting directly to the Director for Investment. The Associate Director for Investment (Program/Budget) will have responsibility for all budgetary aspects of the research, development, testing, evaluation, procurement, and production activities related to the assigned programs.

Duties

The incumbent's areas of responsibility include, but are not limited to the following major functions: Provides leadership and oversight to a staff of budget analysts who have responsibility for developing analyses and recommendations concerning the various budget estimates and execution for extremely complex and variable military programs. Applies knowledge of budget policy and procedures, acquisition and testing policy, and assigned program missions and requirements so that the individual programs may be evaluated in relation to overall Defense funding constraints and optimizing Defense resources. Oversees subordinate's evaluation of assigned programs based on strategic military plans and applies judgment as to the level of production, stock levels, production lead times, attrition rates, availability of associated equipment and personnel, production capabilities, degree of modernization or modification, current and future pricing, and reasonable provision for contingencies. Participates in the technical and financial evaluation of Research and Development and procurement programs including budget formulation, budget execution, reprogramming of appropriated funds and approved/deferred schedules. Develops and applies analytical tools (including statistical drafts, etc.) to a large volume of facts relating to each program in order to interpret trends and conditions in the program from numerous interrelated sources. Advises and assists the budgetary staff of the Military Departments and Defense Agencies on the application of analytical tools and methods of presentation for comprehensive budget estimates. Ensures that the operating policies of the Directorate are followed in the day-to-day financial analysis of DoD Component programs.

MANDATORY TECHNICAL QUALIFICATIONS: Applicants do not need to address each technical qualification separately. 1. Demonstrated extensive knowledge of and experience in the technical and financial evaluation of major programs including budget formulation, budget execution, and reprogramming of appropriated funds. 2. Demonstrated expert knowledge of budget policy and procedures with experience in reviewing and analyzing complex and variable programs. Demonstrated experience representing and defending programmatic and budgetary interests. 3. Demonstrated ability to recommend practical solutions and communicate effectively on matters concerning technical and financial performance of major programs. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the resume.
