This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Modified Direct Hire Auth, Section 1109; PL, 116-92, dated 12/20/2019 to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Operates one or more types of equipment to push, pull, pile, or load materials such as sand, gravel, earth, or refuse. Use of equipment which is fitted with a front-end loader to maneuver to a specific spot to transfer material into a dump truck. Clears brush, tree stumps, and rocks; adjusts the attachments for proper level, angel, or depth, according to the work to be done and the type of equipment being operated. Performs operator maintenance on any and all equipment operate.

Requirements

  • must be able to obtain and maintain a successful background investigation.
  • Employee must possess and maintain a valid Federal Commercial Driver's License (Class A) and any installation and/or DOD license required for the type vehicle being operated.
  • This position is designated as essential during inclement weather.
  • Employee is subject to the provisions of the federal Workplace Drug Testing Program(s).
  • Employee will be required to successfully pass physical examinations as required by Federal and Office of Safety and Occupational Health Administration guides.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator ~ without more than normal supervision. Ability drive one or more types of vehicles gasoline, diesel, or electric powered wheeled vehicles. Ability of driving over rough, uneven terrain or unimproved roads on for trips to the installation landfill or outside materials storage areas and determine manner and sequence of loading to achieve balance and protection for fragile items. Ability to couple and uncouple truck tractor and trailer and connects lines and air brakes to maneuver vehicles in close spaces around parked aircraft. Ability to assist other works in aircraft refueling, installing static lines for grounding and connecting the hoses to the aircraft fuel tank. Ability to perform operator maintenance such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles and perform inspection checklist to ensure safe and proper operation. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Heavy physical effort is used by the operators in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operators are frequently required to work in awkward or strained positions. Working Conditions: Work is performed in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces, and forests. The operators are exposed to injury due to the possibility of the equipment overturning. They are subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust.
