This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Engineering Equipment Operator in support of the suppression of wildfires, to assist with controlled burns, and to perform a variety of duties in the maintenance or installation of unpaved roads and tank trails.

Duties

Operates one or more types of heavy equipment in rough terrain, on steep slopes, graded curves and shoulders, rocky or soft ground, and in dense, hilly forests areas. Works as a member of a team in conducting prescribed burns and wildfire suppression using various pieces of heavy equipment, tractor-plow units, or hand tools. Employee operates a tractor/trailer in order to move heavy equipment from one work site to another. Loads and unloads heavy equipment at sites or storage yard. Employee performs work on wooden bridges located in various out- lying areas which include duties to install, repair, and replace wooden bridges. Operates equipment according to specifications of work performed, making adjustments to attachments as needed. Must meet NWCG training and annual work capacity test requirement for any position held on the fireline.

Requirements

• Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
• This position requires Incumbent to be able to obtain and maintain a Class A, Federal Commercial Driver's License (CDL) and must meet any installation and/or DOD license requirements for the type vehicle being operated.
• This position has been designated "Mission Essential".
• In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
• This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• Employee must be able to take and pass training to become a "Certified Prescribed Burner", a certification issued by the North Carolina Division of Forest Resources.
• Incumbent must pass an annual physical test administered by the Fire Management Specialist.
• Must obtain CPR and First Aid certification within 1 year of employment. Must meet NWCG training and annual work capacity test requirement for any position held on the fireline.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position requires the employee to use personal protective equipment provided by the employer.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator (Motor Vehicle Operator) without more than normal supervision. I have the ability to perform common engineering equipment work. I can operate engineering equipment such as bulldozer, motor graders, and drive trucks with trailers and tractors; establishes fire breaks for controlled burns which are used to enhance wildlife and training habitat. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Work involves strenuous, heavy physical effort in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Work is performed on large pieces of equipment, which requires frequent adjustments. The terrain will often cause more adverse operating conditions than work on flat or rolling terrain. Considerable strain is caused by the constant vibration of the equipment and from jerking and jolting while operating over rough surfaces. Employee is frequently required to work in awkward or strained positions due to location of the controls and attachments. There is considerable physical exertion including walking over uneven terrain, wet surface and in water, bending, stooping, crouching, stretching, reaching and climbing; considerable exposure to heat and other weather extremes; considerable exposure to smoke, dust, ticks and poisonous flora and fauna. Wildfire operations may require extended work hours over multiple days. An annual Work Capacity Test is required in order to maintain NWCG qualifications. The employee will be required to lift items up to 60 pounds on a regular basis, and occasionally lift items up to 100 pounds with assistance from other employees or weight lifting devices. Working Conditions: Work is performed outside, in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces and forests. Operator is constantly exposed to injury due to the possibility of the equipment overturning while working on rough and uneven terrain. Subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust. Subject to large amounts of smoke while performing fire management activities. Employee may be exposed to injury or death from striking unexploded duds or ammunition while performing duties in forestry areas.
