This position is located in the Bureau of Administration, Office of Logistics Management (A/LM). The incumbent serves as a senior management analyst and key advisor for policy and organizational coordination, ensuring the accomplishment of A/LM's primary mission and objectives.

Duties

Performs a range of administrative and project management functions, including evaluation of requirements, planning and directing actions of US government and contractor personnel, resources and personnel management and reporting. Develops innovative support strategies and tactics for acquiring services, personnel, funding, and/or materials. Validates statements of work to obtain contract support and establishes budget justification to defend program dollar requirements. Coordinates internal and external taskings, recommends solutions and courses of action. Develops background information, tactics, and approaches for presenting positions within and outside the agency. Drafts memoranda and position papers. Serves as an authoritative resource and provides expert assistance to senior level managers within A/LM and the Department with the interpretation and formulation of technical, functional and program management strategies. Directs assessment and evaluation of programs to determine need for improvements or redirection. Provides special project support.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience performing a range of administrative and project functions, including evaluation of requirements, planning and directing actions of US Government and contractor personnel, resources and personnel management and reporting. Experience developing and analyzing administrative and program management policies and procedures, establishing criteria to identify and measure accomplishments and implementing administrative and management programs and policies. Experience serving as an internal and/or interagency liaison with the responsibility for representing an Office/Bureau/Department in meetings and presenting written justification and oral explanation in support of Office/Bureau/Department policies and programs. Experience developing background information and approaches for the presenting positions both within and outside the department. Experience drafting memoranda and position papers for senior department and administration officials. There is no substitute of education for specialized experience for the GS-14 position.
