This position is located in the Office of Strategic Capital (OSC), within the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD). You will serve as Managing Director, Credit Program Portfolio Management in the OSC.

Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Leads the Portfolio Management Division within the Credit Programs Office. Manages diverse transaction portfolios post-closure, encompassing corporate finance, asset-based, structured finance, and project finance transactions in critical technology areas. Formulates and implements OSC's Credit Programs Office's strategies, goals, and key initiatives. Supports underwriting and credit risk teams, monitors credit risk, enhances client relationships, and generates detailed management reports. Leads and oversees complex negotiations and discussions with borrowers, focusing on various aspects such as closing documentation, fund disbursement, inspections, financial performance, and restructuring plans. Directs the annual credit review process, which includes in-depth financial analysis, market research, and appraisal reviews. Collaborates with the Credit Risk group to develop cash flow models for different asset types and ensure compliance with federal credit program standards. Manages the disbursement process with the Defense Finance Accounting Service (DFAS) and other internal stakeholders. Oversees the execution of transaction amendments, waivers, and consents while ensuring compliance with all necessary internal credit approvals. Chairs or participates in special committees, interagency task forces, and other special projects as directed by the Head of the Credit Programs Office.

  • This position may require up to 30% occasional travel away from your normal duty station for official business on military or commercial aircraft.

Experience providing strategic leadership and direction in planning, implementing, and evaluating short- and long-range initiatives to support strategic business plans and cross-functional business solutions. Experience providing effective leadership and supervision to subordinates in a multi-tiered organization. Experience conducting financial analysis of complex financial entities, loan structures, and collateral packages.
