This position is located in the Office of Strategic Capital (OSC), within the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD). You will serve as Managing Director of Credit Program Underwriting in the OSC.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Leads and manages the underwriting team efforts to originate, structure, and execute loan and loan guarantees for corporate finance, asset-based, and project finance transactions in critical technology sectors; Supervises consultations, discussions, and negotiations with borrowers in the project development stage, during the due diligence process and post approval; Manages the negotiations of legal documentation and loan or loan guarantee provisions, in conjunction with OSC Investment Legal Advisors, that adhere to statutory and program requirements; Oversees the use of outside legal and financial advisors to OSC on a transaction specific basis to assure proper quality and a timely delivery of services; Evaluates and offers strategic guidance to address mission-critical challenges and formulating new policies and methods that align with the organization's objectives; Develops and sustains strategic relationships with key stakeholders in the critical technology sector, including private corporations, financial institutions, associations, investors, and government entities; Chairs or actively participates in specialized committees, interagency task forces, or other special projects as directed by the Head of the Credit Program Office.

Requirements
