About the Position: Serves as the Chief Knowledge Officer (CKO) of the U.S. Army Medical Center of Excellence (MEDCoE) located in Fort Sam Houston, Texas.

Duties

Facilitates the timely identification and management of resources required to meet MEDCoE, TRADOC, CAC, Army objective for KM programs. Identifies and assists in establishing roles and responsibilities for supporting a knowledge management environment. Participates in Command and Staff Calls, Commanders/Directors, Conferences, Command Integration Council meetings, Council of Colonel meetings and other selected meetings . Manages, supervises, and plans work to be accomplished by assigned subordinates, direct and under the operational direction, sets and adjust short/long-term priorities, to include multiyear planning and prepares schedules for completion. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain Secret background investigation.
  • Incumbent is required completion of the Army Knowledge Management Qualification Course certification within 6 months of hire.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes analyzing and implementing educational and/or training materials with emphasis on distributed learning methods and technologies for medical training programs; researching new and rapidly changing field of advanced automated learning systems to improve delivery of distributed learning systems; developing educational materials using instructional design and automated learning and knowledge management systems to meet education and/or training objectives; analyzing problems and developing solutions to improve the effectiveness of instructional training materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Instructional and Performance Support TechnologyInstructional Materials & Curriculum DevelopmentInstructional Program EvaluationManaging Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12.
