The position is located in the Bureau of Counterterrorism (CT), Office of Programs (CT/P). CT/P is responsible for designing, managing, and overseeing foreign assistance programs to develop law enforcement capacity to counter terrorism across the globe.

Duties

Responsible for the development, implementation, and oversight of the Bureau of Counterterrorism's (CT) counterterrorism capacity for building programs and countering violent extremism programs. Performs a wide range of program management, policy coordination, advisory, problem solving, and oversight duties for CT programs. Serves as Grants/Contracts/Agreements Officer Representative and Government Agreement Monitor to ensure federal government oversight of active foreign assistance programs. Serves in a liaison capacity with other Bureaus and agencies on specific issues related to CT portfolios and programs. Provides oversight of contract employees in Washington and at select U.S. Embassies overseas that provide support to CT programs in their portfolio.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Requires a financial disclosure statement, OGE-278.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and implementing counterterrorism and countering violent extremism programs. Experience collaborating/liaising with embassies and foreign counterparts.  Experience formulating, drafting, justifying and briefing senior leaders on program proposals, recommendations, and memoranda.  Experience designing and managing foreign assistance funded programs in collaboration with other entities (i.e., interagency, foreign government, non-governmental organizations). There is no substitute of education for specialized experience for the GS-14 position.
