The primary purpose of this position is: To serve as an Environmental and Voluntary Protection Program (VPP) Coordinator for the Division. Serves as the focal point for division related problem/issues for environmental protection, compliance, pollution prevention and VPP implementation.

Duties

Serves as division's POC to provide advisory services related to environmental directives and issues. Conducts scheduled and unscheduled compliance inspections within the division. Reports findings to the Division Chief, coordinates with the Directorate Environmental Coordinator to recommend corrective actions and follows up those actions to ensure resolution. Assist supervisors to perform worksite job safety analysis of environmental and safety processes. Serves as the division representative on base working groups for Environmental Management System (EMS) and VPP.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Environmental Protection Assistant Series 0029. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of environmental, occupational, safety, fire, and health principles, methods, and standards, directives, policies, and procedures applicable to industrial and administrative areas to control or eliminate hazardous environmental conditions and mechanical risks to personnel; knowledge of established industrial work processes, support equipment, and material handling procedures to identify actual and potential hazards, and to explain the need for applying specific safety/environmental measures where unsafe conditions exist; knowledge of corrective occupational safety, fire, health and environmental measures to recommend possible courses of action; basic knowledge of building design, construction practices, and workspace sufficient enough to inspect construction projects and designs to determine compliance with applicable occupational health and safety standards such as location of exits and stairs, floor load capacity, and aisle space. NOTE: Your resume must show experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal, state, Environmental Protection Agency (EPA), and Department of Defense (DOD) directives applicable to the procurement, handling, storage and disposal of hazardous materials. 2. Knowledge of basic safety and occupational health principles, practices, and procedures relative to maintenance and repair operations. 3. Skill in identifying and evaluating potential hazardous material spill situations for elimination or remediation. 4. Ability to interpret and apply a wide variety of training materials on safe work practices, environmental compliance, accident prevention and mishap reporting requirements to train and instruct supervisors and employees. 5. Knowledge of assigned aircraft (i.e., KC-135, C-17 or comparable civilian equivalent) maintenance operations, processes, policies, and procedures. 6. Ability to inspect the condition of maintenance facilities, perform property inventories, and initiate facility service and repair work orders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
