You will serve as an IT SPECIALIST (INFOSEC) in the Cyber Security Division of NAVUNSEAWARCENDIV NEWPORT RI.

Duties

You will serve as the Senior Cybersecurity professional ensuring that Cyber Security technical tasks are accomplished in accordance with program guidelines to meet system acquisition milestones. You will be responsible for select Cyber Security project technical execution, project level risk assessment, products, deliverables, and innovative solutions. You will support the Cybersecurity Chief Engineer in establishing, monitoring, and reporting on technical milestones and schedules to ensure project success. You will be responsible for ensuring the integrity of security systems by planning, analysis, and applying applicable security policies. You will review technical products and evaluate them against current policies and security classification guides. You will track and maintain compliance and processes within the cyber security tasking and support all the technical execution of Cyber Security tasking. You will provide mentoring and career development for junior cyber security specialists. You will lead and participate in the various working groups and provide expertise when needed in the area of Cyber Security. You will provide technical guidance throughout the life cycle maintenance of Cyber Security solutions. You will conduct analysis independently and work with senior engineers and team members to verify cybersecurity requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Cyber Workforce: You must obtain and maintain qualifications in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023, and supporting Department of Navy policies. See additional information section.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: interpreting and implementing cyber policies to maintain the confidentiality, integrity, and availability of systems, platforms and products. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: advising on development, assessment, and maintenance of cybersecurity requirements, processes, and procedures. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: presenting report findings to upper management. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: planning and executing Risk Management Framework processes. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the NT-4 pay band (GS-11/12 equivalency) in the federal service or equivalent experience in the private or public sector: analyzing or researching information technology systems to provide technical direction and identify or resolve vulnerabilities for the development of mitigation plans and compliance with cybersecurity requirements.
