This position is located in the Bureau of Global Public Affairs, Office of the Deputy Assistant Secretary (DAS) for Research and Analytics. (GPA/RA) GPA carries out the Secretary's mandate to articulate the foreign policy of the United States and to communicate with and engage audiences in the U.S. and globally. The incumbent serves a s Senior Advisor and technical consultant to senior management, with responsibility for a broad portfolio of communications programs and projects. 

Duties

Packages and amplifies the data, insights, analytics, and communications recommendations, utilizing communication and analytical methods, to create and measure effective communications campaigns directed at foreign audiences abroad. Advises the Deputy Assistant Secretary and Research Analytics Office about evolving threats and opportunities to the Research & Analytics landscape and the Department's ability to effectively communicate therein. Develops, manages, and/or coordinates information and public diplomacy management initiatives in the GPA Bureau in areas of public policy communications. Represents the office, Bureau, and/or Department at high-level agency meetings and conferences related to strategic communications, research, and operational concepts.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.  Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience evaluating and analyzing foreign policy related public opinion data, to include social media sources and/or policy communications.   Experience advising on and collaborating with senior stakeholders on foreign policy recommendations and initiatives. Experience developing strategic communications materials for internal and public audiences to include talking points, memos, reports, website copy, speeches, fact sheets, and infographics. There is no substitute of education for specialized experience for the GS-15 position.
