The Oklahoma City VA Health Care System (OKCVAHCS) is a part of Veterans Integrated Service Network (VISN) 19, which includes facilities in Oklahoma, Colorado, Montana, Utah, and Wyoming. The incumbent of this position will be the Facility/Strategic Planner and Integrated Ethics Officer in an extremely complex health care network within the Executive Director's Service Line.

Duties

Duties include, but may not be limited to the following: Initiates system wide planning activities to develop, communicate, and continuously update a comprehensive strategic planning process, including the development of appropriate policies and facility strategic plans. Provides support for the update of facility operational plans. Conducts analyses of space utilization, patient flow, operational workflows, and capacity planning to support the development of facility planning strategies. Engages senior leadership in all aspects of strategic planning, particularly focusing on the establishment of strategic goals and supporting operating strategies. Provides staff support to the OKCVAHCS Facility Planning members, directly supporting the Director and direction of the members to ensure comprehensive clinical and administrative program planning. Works directly with the Chief, Facilities Management Service, and engineering staff to develop Minor Project applications that are comprehensive, defensible and in concert with local and VISN planning priorities. Represents OKCVAHCS in activities related to community, regional, and state planning activities which may impact the delivery of healthcare in this market area. Provides guidance and expertise on strategic planning methodologies and techniques to promote a culture of continuous improvement. Develops and implements policies and procedures for ethical decision-making, conduct, and accountability within the VA healthcare system. Fosters partnerships with external organizations and experts to stay informed about emerging ethical issues and best practices. Ensures compliance with relevant laws, regulations, and VA policies related to ethics and patient rights. Coordinates activities with the OKCVAHCS Quality Manager to insure that planning processes are directly related to performance outcomes and measures. Involves appropriate stakeholders in developing proposals and/or reviewing planning initiatives for consideration and further development. Serves as the OKCVAHCS planning liaison with Network and facility counterparts. Ensures facility priorities are consistent with the Network Strategic Plan and VHA planning priorities/goals. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024 Time in Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service.
