This position, located at the Oklahoma City VA Health Care System (OKCVAHCS) in the office of Quality, Safety, and Value is responsible for delivering Performance Improvement techniques to programs and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training

Duties

Major Duties of this position include but are not limited to... Participates in and facilitates transformative quality, safety, effectiveness, and efficiency improvement efforts Acts as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center Facilitates, coaches, and trains audiences at all levels of the organizations throughout the lifecycle of a performance improvement project Organizes, directs, controls and coordinates group activities in a timely and effective manner Conducts extensive work in analyzing data and conducting background research on the issue Pulls, isolates and manipulates data to identify root causes of a performance issue Develops statistical models to measure successful of performance improvement actions Converts data into numerous formats using advanced statistical models including statistical process control charts, histograms, paretto charts, and many more. Leads project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project Design experiments with process measurement in mind Develops processes by consulting with subject matter experts in order to develop standard work Provides consultation to executive, service line, and program leadership by leveraging VA data analytics resources Identifies metrics performing below benchmarked standards or falling below the upper or lower control limits of a statistically controlled models such as SAIL Plans and conducts studies directed at reducing errors due to cognitive overloading and human computer interaction failure Identifies systems designs problems that contribute to human errors Identifies alternative systems and processes based on Lean/Systems Redesign/Systems Engineering principles to mitigate these types of errors Collects baseline information, identifies limitations in current systems, and discovers potential improvements. Aligns appropriate performance improvement teams and resources, project scopes, and value streams, strategic and operational plans Identifies projects critical to improving quality outcomes and maximize return on investment of utilized resources Develops and refines information for comprehensive reports, addressing such elements as cost analysis, work measurements, trend analysis, efficiency, effectiveness, productivity, and tangible benefits Develops written and verbal teaching materials Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization Delivers training materials and curriculum consisting of advanced practices of project management, statistics, coaching, facilitation and leadership Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to....Thorough knowledge of the mission, organization, and program requirements of healthcare delivery systems, the VA system in general and the local facility in particular to define a project scope and goals through a collaborative process and provide consultation to executive, service line, and program leadership; Knowledge of hospital operations, policies and procedures as well as VA regulations, policies, and program guidelines to identify projects the improving quality outcomes and maximize return on investment of utilized resources Knowledge of clinical practice guidelines and guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects; Comprehensive Knowledge of healthcare Lean/Systems Redesign utilizing standardized tools, methods, and principles such as Lean and Six Sigma, along with industrial and quality engineering principles and concepts to identify systems design problems, define a project scope and goals through a collaborative process, and prepare studies for facility leadership. Skill as an excellent communicator which includes the ability to listen well, write with clarity, and speak effectively to small and large groups. The position requires administrative expertise, mature judgment, working knowledge of medical center operations and the myriad of oversight bodies that have a role in regulating the VA. Performs other related duties as assigned. Preferred Experience: As Systems Redesign Coordinator, certification in either LEAN or LEAN/Six Sigma is preferred for placement in this position. Training in LEAN and/or LEAN/Six Sigma preferred; working knowledge and experience in process improvement processes and methodologies are a must for placement.
