The position reports to the Corporal Michael J. Crescenz Veterans Affairs Medical Center (CMCVAMC), Philadelphia, PA. CMCVAMC is a complexity level 1B facility with five community-based outpatient clinics, community living center, residential rehabilitation treatment program and outpatient dialysis center serving over 56,000 Veterans. The position serves as the Correspondence Analyst and Congressional Liaison and reports to the Medical Center Director.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include, but are not limited to: Serves as the central reception, dissemination, coordinator, and monitor point for all correspondence and tasks from internal and external stakeholders. Ensure timely completion and submission of reports and inquiries by establishing, assigning, and providing oversight of suspense's tasked to responsible service(s), program manager(s), or subject matter experts. Investigates and processes Federal Tort claims under $2500.00. Coordinate administrative issues received from Veterans, staff members, VACO, State and local governments, other Federal Agencies, and Congressional staff to the Director's office. Ensures all written communication clearly and precisely addresses the inquiry received. Develops information briefings for Congressional and VSO staff and conducts facility tours. Makes informal presentations outlining functional responsibilities' history, status, and objectives. Drafts new and revised medical center memoranda and bulletins. Reviews, analyzes, and evaluates the accomplishment of medical facility programs by reviewing reports, studies, projects, and information provided by support personnel, contractors, and other agencies. Develops and plans outreach programs and activities that are appropriate for expanding the patient base of the CMCVAMC and increasing the number of Veterans who receive care at the CMCVAMC and its CBOCs. Communicates effectively with diverse Veteran audiences about VA healthcare; works diplomatically with internal and external constituents; applies problem-solving techniques; conducts research; plans community events; produces professional written and oral presentations; maintains confidentiality of information and keeps abreast of emerging issues which impact the CMCVAMC. Qualifications

To meet qualify for this position, all applicants must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes establishing and maintaining effective relationships and serving as liaison between leadership, Congressional offices and other internal and external stakeholders involved in congressional inquiries and issues; preparing a variety of correspondence (e.g., project papers, reports, memoranda and bulletins, congressional inquiry responses, etc.); utilize a variety of desktop publishing and other software programs to provide necessary reports and briefings. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combinations of successfully completed graduate-level education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position (as described above). You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. The position may require occasional travel.
