The Supervisory Insurance Specialist position is located in the Insurance Service under the Office of the Executive Director. The Insurance Service administers and/or oversees eleven different Government Life Insurance programs. The incumbent supervises and leads two distinct teams providing program administration and oversight of subordinate supervisors regarding, Policy, Procedures, and provide Performance Analytics to demonstrate program effectiveness.

Duties

Major Duties: Managing the operations of and developing policy guidance, procedures and processes for a life insurance program. Utilizing technical knowledge to identify trends and patterns in operations that may positively or negatively impact performance or service to customers. Assess progress towards meeting processing/performance goals and recommend actions to achieve those goals. Identify staffing needs within the organization and demonstrate insight to the needs beyond the work unit (i.e. developing workflow strategies, succession planning, etc.). Strategize and set organization performance objectives and evaluates managerial performance. Use alternative resolutions or other solutions to resolve employee disputes or issues. Monitor work unit metrics and implements training or workload strategies to improve performance. Utilize data to create benchmarks to monitor operations, production, or quality of work in areas supervised or managed. Present complex information articulately when meeting with high-level executives, management officials, employees, customers, and stakeholders concerning program priorities. Manage several complex, mission critical projects and apply management principles, methods, tools, techniques for planning and supporting concurrent projects including policy, resources, risk management, management reports, and metrics.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-15 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-14) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) managing the operations of a life insurance program to include strategic planning and budgeting; (2) providing oversight for the development of program outcomes, measures, performance, and formulation/execution of the budget; (3) building and managing workforce based organizational goals, budget considerations and staffing needs; AND (4) collaborating with the actuarial team regarding the legal and policy implications of changes and improvement related to life insurance policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

There is no educational substitution for the GS-15 level.
