The position is located in the Office of Communications and Public Liaison (OCPL), Office of the Director (OD).

Duties

As a Digital Content Manager, you will: Work to improve the way the Institute delivers information to its various public audiences and employees via its digital platforms. Review and enhance the digital strategy in response to new developments in digital communications, promote the benefits of aligning with the digital strategy to colleagues, and support them in their activities related to the implementation of the digital strategy. Lead digital projects, including developing new websites, consolidating websites, and creating new digital content. Apply user experience design and information architecture, advises content developers about optimal ways to present their content using customer-centric principles that make it effective for users and search engines. Using principles of content strategy, advise content owners on content lifecycle management, structured content, and use of web content management systems. Lead development of content strategy and/or creative briefs for digital products. Understand and apply data - both web analytics and search engine optimization (SEO) data - to improve the user experience, reach, and performance of digital products and content; collaborates with audience research group and project teams on usability testing and A/B testing of digital products, and use the insights gathered from analytics and research to improve digital products and services. Maintain effective relationships with digital representatives throughout the institute to review digital sites, foster compliance with digital standards, and to track upcoming announcements and new digital site development. Work as a collaborative, team player with Federal and contract staff, and lead digital product development and maintenance. Provide input on social media activities and collaborate with the social media team on coordinating web and social media projects. Create and curate images and graphical elements to enhance the appeal and understandability of websites. Serve a representative at meetings and conferences pertaining to digital communications and provide knowledge and information concerning state-of-the-art digital communications techniques and strategies. Lead working groups and committees related to. Work collaboratively, attends meetings, and contributes ideas. Assist Contracting Officer's Representatives by providing input on contract work related to digital communications. Develop and implement policies, standards, guidelines, and Standard Operating Procedures (SOP) for digital communications, products, and content. Convey new standards and guidelines to appropriate audiences throughout the Institute using suitable communication channels. Ensure that digital communications and content conform to all Federal regulations and Institute and agency policies, standards, and guidelines. Maintain awareness of a wide variety of subjects and issues within the purview of the Institute. Keep abreast of the latest developments in areas related to research and the mission of the Institute through attendance at meetings, webinars, seminars, etc.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: implementing digital communications strategies, managing digital projects, including developing new websites, consolidating websites, and creating new digital content; applying user experience design and information architecture; and advising content developers about optimal ways to present their content using customer-centric principles. You qualify at the GS-13 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing a website available to public audiences to efficiently post organizational content; collaborating with senior leadership to illustrate programmatic missions and initiatives via webpages, social media and multimedia; managing and organizing website/application creation, workflow design, and implementation; and responding to public inquiries related to the organization's mission and website content.
