We are looking for experienced individuals to join our high-performing team providing administrative services in support of the Clinical Center hospital in the following functional areas: financial and human resources management services; procurement and contract administration; management analysis; facilities, safety, and space management.

Duties

If selected for this position as a GS-0341-12 Administrative Officer, your duties may include, but are not limited to, the following:

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.).
  • If selected, you must pass a pre-employment medical examination.
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • A one-year probationary period may be required upon selection/placement.
  • If selected, you will be required to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.

Qualifications

GS-11 In order to qualify for an Administrative Officer, GS-0341 position at the GS-11 level, you must have: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Participating in the preparation and execution of organizational budgets, tracking monthly expenditures, or similar financial support activities; 2) Partnering with technical experts to draft specifications and statements of work for contracts or equipment leases, or communicating with vendors to obtain payment, ensure delivery, or resolve delivery discrepancies; 3) Assisting in performing general administration and advisory services and/or functions, such as time and attendance, human resources services, facilities management, property management, and space/logistics, safety/security; OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. GS-12 In order to qualify for an Administrative Officer, GS-0341 position at the GS-12 level, you must have one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Preparing, executing and monitoring organizational budgets or analyzing financial information to assess overall financial performance of an organization; 2) Planning and/or managing contracts or equipment leases while ensuring compliance with established procurement regulations; 3) Providing advice on staffing and recruitment issues; 4) Managing facilities, space/logistics, safety/security, property assets or pay/leave administration.
