This Program Analyst position is in the Administrative Management Branch-Intramural Research Programs (AMB-IRP), Office of the Director (OD), National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).

Duties

Employ advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs. Adapt existing analytical methods and techniques to operational and financial management issues and develops new approaches to resolve complex productivity problems and issues. Establish study methods and techniques to be utilized in complex studies and audits. Responsible for interpreting findings resulting from studies that are independently developed. Responsible for performing project type assignments. Provide higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of program operations. Analyze and evaluate the effectiveness of complex program operations to meet goals and objectives. Develop modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of program operations and financial management processes.

Requirements

Qualifications

You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and measuring the effectiveness, efficiency and productivity of organizational programs; performing studies and analyses to evaluate the effectiveness of policies and procedures of financial and budgeting operations; implementing procedures to improve the effectiveness and efficiency of budget operations; and recommending and implementing financial operations solutions to senior management. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
