Serves as the Business Operations Manager for the Office of the Deputy Assistant Secretary of Defense for Nuclear Matter OASD(NCB/NM). This includes serving as the central focal point for all of the NM components on human capital, financial, and business management issues. DASD(NM) is the principal staff assistant for Department of Defense (DoD) matters on nuclear energy and nuclear weapons defense.

Duties

This position is being filled under Direct Hire Authority (DHA) for AcqDemo Business and Technical Management Career Path (NH). For these authorities, AcqDemo Participating Organizations may appoint qualified candidates without regard to the provisions of 5 USC Chap 33, Subchapter 1, other than 3303, 3308, and 3328. Incumbents typical work assignments may include the following: - Serves as principal advisor to Nuclear Matters (NM) leadership on business management matters to include resource management, acquisition and production management, and review and analysis. - Serves as the NM advisor for the analysis, planning, prioritization and evaluation of acquisition programs. - Supports NM leadership in contracting activities to include Contract Officer Representative (COR) duties as needed to accomplish NM's mission. - Provides support to NM executive correspondence and strategic communications activities. - Supports NM leadership in providing personnel support activities to include time-cards, travel authorizations, management of temporary staff assignments and civilian personnel processes to include tracking performance timelines and civilian and military awards. - Advises, develops and manages the overall NM personnel management to include civilian personnel staffing, staff realignment initiatives, supervisor employee relation issues, management of hiring constraints, and organizational restructuring actions in accordance with NM objectives. - Oversees the financial management program for NM, including program and budget planning, Internal Operating Budget (IOB) development, travel spend planning, execution and administration, financial planning and program review and analysis.

  • This position requires a Program Management, Level 2 Practitioner acquisition certification.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.

Manage the human, financial, and information resources to meet an organization's vision, mission, and goals; 2. Serve as a functional/technical expert in nuclear concepts and operations; 3. Provide sound financial, programmatic, and human capital management recommendations to senior leadership; and 4. Lead and guide others to collaborate and build consensus to solve problems of common interest. (Experience must be reflected in resume) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
