Salary: $132 368 - 172 075 per year

The incumbent serves as the Suspension and Debarment (S&D) Analyst to the Director of the Suspension and Debarment Office (S&D) and is responsible for conducting a wide variety of special projects, studies, and assignments involving DOL-wide support services necessary to support Agency mission objectives as assigned by the Director of S&D. This position is outside the bargaining unit.

Duties

The incumbent will serve as the Suspension and Debarment (S&D) Analyst to the Director of the Suspension and Debarment Office (S&D) and is responsible for conducting a wide variety of special projects, studies, and assignments involving DOL-wide support services necessary to support Agency mission objectives as assigned by the Director of S&D. Major duties for this position include, but are not limited to the following: Monitors and reports on the status and progress of work and conformance with Senior Debarment Officials (SDO) instructions. Maintains metrics for the S&D. The incumbent serves as the expert in gathering and developing the necessary administrative record to provide to the Senior Debarment Official's in order to make the decision regarding suspension and/or debarment. Conducts comprehensive reviews of referred Suspension and Debarment (S&D) cases and prepares analytical reports of findings and recommendations for corrective action. Investigates, develops, analyzes, and evaluates facts; researches statutes, regulations, and case law to find the correct law to cite and apply to particular S&D fact situations. Researches trends and patterns to develop new approaches, criteria, or proposed S&D policies. Provides expert advice to Senior Debarment Officials (SDO) on which cases merit further consideration to be moved forward with suspension or debarment action. Drafts negotiation recommendations and/or recommend administrative agreements to resolve contemplated or pending S&D actions. Reads and understands court/legal documents, such as indictments, plea agreements, judgments, etc. Uses the information within these documents to prepare the necessary documentation to present to management and SDO in order for necessary action to be taken. Serves as liaison to SOL, OIG, DOL sub-agencies, the public, and other government agencies on suspension and debarment matters. Formulates and assesses the need for new or revised policies, procedures, or directives. Gathers information, identifies and analyzes issues, and develops recommendations to resolve substantive problems of effectiveness and efficiency of work operations; envisions creative solutions to problems. Advises Contractors and Government officials on the terms and conditions of the Suspension and Debarment process, resolving issues, to enforce the efficient and effective operation of the Suspension and Debarment programs. Performs other duties as assigned.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Basic Requirements listed in the Specialized Experience section to qualify for Suspension & Debarment Analyst, as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: Applying acquisition statutes, regulations, directives, and procedures as well as business practices specifically dealing with the Suspension and Debarment process Providing assistance, advice, direction and analysis on acquisition and Suspension and Debarment matters to technical representatives and senior management Evaluating and developing facts relative to Suspension and Debarment and preparing documented reports and findings.
