The Primary Purpose of the Position is to serve as a technical expert in the specialized area of clinical simulation. The Organizational Location of the Position is within Education and Learning Service, VA North Texas Health Care System, Dallas, TX.

Duties

Major duties include, but are not limited to: Designs, develops, implements and presents training courses autonomously, ranging from basic workforce to highly specialized clinical positions, based on the needs of the Medical Center as identified through various assessment methods. Responsible for original curriculum and scenario creation, programming, piloting, implementation and revision both for live and virtual simulation environments, including but not limited to, scenario creation and programming of high-fidelity simulators and virtual platforms, ranging from basic workforce to highly specialized clinical positions (i.e., nursing, advance nurse practice, physicians, psychologist, respiratory therapists, etc.). Develops, implements, maintains, reviews, analyses and reports a fully functioning quality assurance program for all aspects of the Clinical Simulation Center. Complete training as a BLS instructor, conduct classes, and serve as an independent training specialist/facilitator for the Resuscitative Education Initiative including the Heart Code, Quality Improvement, and Voice Advisory Manikin BLS and/or ACLS programs. Planning and conducting theoretical studies and analyses to determine the educational and training needs of healthcare providers within VANTHCS. Independently supports daily operations of the simulation center to include scheduling, orientation of students and faculty, maintaining records, and providing technological support. Maintains a comprehensive, expert knowledge of and able to install hardware equipment and software programs, maintains warranties, cleans equipment, troubleshoots equipment failures including complex high-fidelity mannequins and computerized Audio/Visual equipment, and initiates work orders. Serves in an audiovisual production capacity or media production for simulation trainings as designated by his/her supervisor. Prepares and operates audio video equipment in conference rooms, virtual training center(s), and the Simulation Lab. Recommends improvements in live broadcasts of simulation events prior to broadcasting to define sets, camera angles, and lighting and to arrange for the production of graphics and other visual material needed. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have serviced 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Training Specialist requires the Individual Occupational Requirement be met. Individual Occupational Requirement: Education: Undergraduate or Graduate Education: Major study - education or a subject area related to the position to be filled. OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: In addition to the individual occupation requirements listed above, you must also have: For GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintain knowledge of simulation technology, competencies and education; assist in developing formal and informal training courses and materials; conducting a variety of training courses; collecting and analyzing data using various sources to make recommendations and prepare reports; collaborate with multilevel faculty and staff in curriculum design, scheduling and standardizing procedures to provide expert level technical support; perform post simulation activities such as debriefing paybacks and student evaluations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond above. For GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: designs, develops, implements, and presents training courses; collecting and analyzing data using various sources to make recommendations and prepare reports; assist in the preparation of pre-simulation activities by organizing simulation technology and supplies, providing all necessary documentation of simulations, and reviewing policies and procedures; execute simulations independently through the operation of the simulation control room and equipment; make recommendations for improvements in live broadcast of simulation events prior to broadcasting. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond above. You will be rated on the following Competencies for this position: Communication Education and Training Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
