The primary purpose of the position is: To serve as the Training Administrator and Facility Scheduling Auditor for Medical Administration Service (MAS) with specific program responsibility in the areas of auditing and training course development, evaluation and operation of all administration training programs within the service line.

Duties

Duties include but not limited to: Developing and Conducting Training Develops training courses and materials used in training scheduling staff in all services across VANTHCS to perform their duties as fully as possible in adherence with the National Scheduling Directive. Prepares course outlines, training manuals and handouts. Establishes training schedule(s) based on MAS requirements, funds, and input from the MAS managers, supervisors and employees. Conducts survey(s) to ascertain service requirements, skills gaps, to identify MAS problem areas requiring corrective action, etc. Scheduling Audits and Feedback Conducts Level I Scheduling Audits for schedulers in all services within VANTHCS. Using the Supervisory Appointment Tool (SAT) the incumbent will perform the nationally mandated scheduling audits, a minimum of 10 per scheduler per biannual audit period, for schedulers in all services. Serves as a subject matter expert on scheduling practices and stays up to date with changes to the National Scheduling Directive. Data Collection and Analysis Develops and maintains a scheduler master list in accordance with the National Scheduling Directive, for all schedulers at VANTHCS. Records and Tracks trainings to ensure all schedulers are in compliance with required training. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Training Specialist GS-09 requires the Individual Occupational Requirement be met. Individual Occupational Requirement: Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: In addition to the individual occupation requirements listed above, you must also have: For GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in developing formal and informal training courses and materials; establishing training schedules; conducting a variety of training courses; collecting and analyzing data using various sources to monitor scheduling, make recommendations, and prepare reports; tracking training to ensure required training is in compliance and to perform audits. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. You will be rated on the following Competencies for this position: Education and Training Auditing Manages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is partially sedentary. To accomplish assigned duties within MAS and with other Services in the Medical Center, frequent walking, standing, pushing, and lifting may be required. Frequent trips may be required to outlying sites to conduct training classes and assist in the development of the Quality Management Plan and monitors.
