This position is located in the Department of Health and Human Services, Administration for Children and Families, Office on Trafficking in Persons (OTIP), located in District of Columbia, District of Columbia.

Duties

This position is in the Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Immediate Office of the Assistant Secretary (IOAS), Office on Trafficking in Persons (OTIP), Research and Policy Division. Duties Include: The incumbent drafts and edits program and policy guidance for public dissemination. Provides consultation on policy issues for field and grantee recipients, as requested. Provides feedback on proposed legislation, regulations from other Federal agencies and internal initiatives. Assists with national policy development regarding design, development, and coordination of the Federal Human Trafficking Programs at HHS. Provides technical assistance, guidance and training on agreements, policies, and procedures to grantees, Federal Partners, and other stakeholders. Conducts research to inform the development of talking points, memorandums, reports, briefings, analyses, and other materials. Provides recommendations and proposals to improve program and policy development. Represents OTIP on interagency committees and task forces that plan and implement national-level anti-trafficking activities and policies. Communication with officials in Federal, state and local agencies, and domestic and international stakeholders. Monitors new anti-trafficking statutes and regulations. Informs the development of memoranda, reports, briefings, analyses, and other materials.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1. Developing, implementing, and/or monitoring policies and procedures for human trafficking programs; 2. Analyzing legal provisions relating to trafficking victims to improve programs and services; 3. Providing training and/or technical assistance on aspects of human trafficking and federal programs to identify and assist victims; 4. Evaluating existing anti-trafficking programs to provide alternative solutions and recommend appropriate course(s) of action. Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1. Analyzing anti-human trafficking programs and initiatives and make recommendations regarding the implementation of statutory requirements; 2. Applying analytical methods and evaluative techniques to analyze and evaluate existing anti-trafficking program strategies; 3. Providing advice and technical assistance on the design, development, implementation, and coordination of human trafficking program policies; 4. Drafting and editing policy for dissemination to management regarding implementation of human trafficking programs.
